"Bill and I handled a very challenging return case, in which Rhode Island was the "holding state". The youth had personal items that he wanted to take with him back to Maine, and was refusing to cooperate with the Form III until the items were located. Bill made several attempts to locate these items, including driving to a residence where the youth was recently at to recover these items to help with the return process. Bill also met with the youth, in person, to help him understand the Form III process. When the transport team from Maine arrived to return the youth, Bill was there to meet them. Overall, Bill worked very hard to ensure this youth returned to Maine safely, reflecting the spirit of the Compact."
