In each state, Compact Administrators and Deputy Compact Administrators are responsible for the administration and management of the state's supervision and transfer of juveniles subject to the terms of the Compact and the ICJ Rules. Therefore, all inquiries related to ICJ Rules and policies should first be directed to a state's Compact Administrator and/or Deputy Compact Administrator.
When a state requires interpretation of a rule, the state’s Compact Administrator or Commissioner may submit a request to the Executive Director according to ICJ Rule 9-101(3), which states:
Any state may submit a written request to the Executive Director for assistance in interpreting the rules of this Compact. The Executive Director may seek the assistance of legal counsel, the Executive Committee, or both, in interpreting the rules. The Executive Committee may authorize its standing committees to assist in interpreting the rules. Interpretations of the rules shall be issued in writing by the Executive Director and legal counsel in consultation with the Executive Committee and shall be circulated to all of the states.
